I find the big issue is getting people to actually work their blogs. The statistic I've heard is that 50 percent of blogs are inert. I believe it. From what I can tell the chief issues faced by would-be bloggers are:
>> Lack of discipline. They just don't put it on the calendar and make it a priority.
>> Lack of source material. Many fail to develop a battery of good information sources from which they can extrapolate stories ideas.
>> Fear of writing. Because most people were taught grammatical rules rather than HOW to write, the process is laborious for them and they cringe at the thought of crafting even short blog entries.
